Hello from Northern Ireland

Hi all, picked up my very first AW11 MR2 a week or so ago. Model year 1988.
Needed alot of work done mechanically to get it working again but it was ready for it's MOT last week of which it passed everything but was failed on rust.

This is where anybodys help comes in. There are a few issues behind the front bumper that needed sorted. I will be ordering a new front crossmember (support bar that the front radiator sits on) from Toyota themselves as it's cheap enough but on the MOT refusal sheet it says "FRONT PANEL BEHIND BUMPER"

I was wondering if anyone could give me an idication as to what this part actually is. I'm thinking myself that it's the panel with either the single or double tow eyes on it?

If anyone can shed any light on this it'd be greatly appreciated as I currently have 13 days left to re test at the cheaper rate and really want my MR2 on the road : )
