hi graeme, welcome to the forum. Yes, there is a wax thermostat valve under the throttle butterfly (just where the rubber tube ends and the air enters the throttle body). The valve controls an air bypass of the butterfly. When cold, the bypass is held open to keep the revs up. Either the valve has stopped working and stays closed, or the bypass is blocked with gunk, in which case a clean of the throttle body will sort it. Otherwise, you might consider a conversion to manual choke. This is much favoured as the wax valve is part of the throttle body and that is expensive to replace. Details of the conversion are here somewhere. If you don't find them easily, shout.
