Are you looking for the waxstat valve?

It's the bit that attaches to the blue circular connector and plugs in to the air filter. Hard to describe because I'm not 100% what it looks like. I think it controls the idle when there is extra electrical load from fans etc.

I think the previous owner ditched it when they fitted a k&n so I have a spare hole in the filter and a blue plug in the engine bay with nothing attached.

On page 3 drawing B. "Unit with blue plug fits upside down"... that's the bit that my car doesn't have.

I think Toyota call it a VSV ISC (Idle Stabilisation Control)

Yes i have got that. You can ave it for £18 including postage and the pipes that go on it.
